The meaning
The marine Offical System
Pirates
Pirates gain attack, devil fruit power and special attack power by gaining there bounty.
Official Pirate system
Bounty hunter system is being worked on

Devil fruit power is the power of the way you handle your devil fruit.
Health
The amount of health your character has.
special attack
Is the attack of any special attaks like gun sword or devil fruits.

Messager=250 health, special attack 400, this rank is not aloud to have a devil fruit. See marine rules why.
Doctor=350 health, special attack 500, this rank is not aloud to have a devil fruit. See Marine rules why.
Lieutenant=700 health, special attack 1000, if have devil fruit 550
Lieutenant commander=1000 health, special attack 1300, if have devil fruit 700
Commander=1500 health, special attack 1550, if have a devil fruit 850
Captain=1700 health, special attack 1750, if have a devil fruit 1000
Commodore=1900 health,special attack 1950, if have a devil fruit 1050
Rear admiral=2700 health, special attack 2800, if have a devil 2350
Vice Admiral= 3700 health, special attack 4000, must have devil fruit 3300. See Marine rules why.
Admiral=6600 health, special attack 7200, must have devil fruit 5200. See Marine rules why.
Fleet Admiral=7800 health, special attack 8500, must have devil fruit 6800. see Marine rules why.

46,000,000-59,000,000=health 1800, special attack 2450, if devil fruit 800
60,000,000-89,000,000=health 2800, special attack 3200, if devil fruit 1200
90,000,000-125,000,000=health 3500, special attack 4200, if devil fruit 2400
126,000,000-159,000,000=health 4650, special attack 5500, if devil fruit 3200
160,000,000-179,000,000=health 5500, special attack 6200, if devil fruit 4000
180,000,000-199,000,000=health 6300, special attack 7000, if devil fruit 5200
200,000,000-250,000,000=health 7000, special attack 7600, if devil fruit 6000
251,000,000- any higher=Health 7800, special attack 8500, if devil fruit 7000
